Jennifer Earl Foss, EdD


Dr. Jennifer Earl Foss, known professionally as Dr. Earl, is an educational consultant and expert witness with over 30 years of experience managing complex urban schools, building high-functioning systems, and leading teams toward sustainable improvement. Her extensive background in Title I schools across three states and five districts has given her a broad and flexible understanding of school leadership, teacher performance, student support systems, and district policy implementation.

Dr. Earl most recently served as District Arts Coordinator in a large public school district, where she managed over $3 million in funding and supported more than 30 schools with program design, staffing, and compliance systems. Prior to that, she spent over a decade as a high school principal, leading a nationally recognized PBIS school to platinum-level status through the development of responsive behavior systems, restorative practices, and a culture of accountability.

Her leadership is characterized by her ability to ask the right questions, develop strategic vision, and establish clear, replicable systems that connect daily practices with long-term goals. She is particularly skilled in teacher evaluation, hiring, and HR collaboration, and in navigating union contracts to uphold the highest standards for staffing and student achievement. Her experience includes supervising IEP and Section 504 teams, ensuring schoolwide compliance with federal mandates, and managing diverse campuses where dozens of languages are spoken and cultural responsiveness is vital.

As an expert witness, Dr. Earl provides firsthand administrative knowledge on cases involving school leadership standards, educator conduct, program implementation, student discipline, due process, and personnel issues. Her consulting is based on direct responsibility for teacher supervision, staff dismissal procedures, student safety, and equitable support systems in high-needs public schools.

In addition to her work as an expert witness, Dr. Earl is writing a book on leadership that explores sustainable, accountable, and joyful systems for school improvement. She also consults with school districts and nonprofits to lead strategic planning, train leadership teams, and strengthen operational systems for long-term impact. This work is being presented at workshops, conferences and webinars in a collaborative manner.  
Dr. Earl holds a Doctorate and Master’s in Educational Administration and Organizational Policy from Arizona State University, and a B.A. in Political Theory from the University of Wisconsin–Madison.
